Is there any way in the Sentinel Hub account you can do searches to see image availability free of charge without actually downloading? Or is the right account needed even if you only want to do image searches?
Does anybody know of any way in which that can be done?

The service you are looking for is CatalogAPI and is part of the offering of the paid SH subscription.
For free listing of tiles you can always revert to original data providers; ESA’s SciHub or NASA’s data catalog.
You may also find something useful at stacindex catalogs.
